I've the same problem
In first, i've disabled sendmailnow in edit parameters but it's not the
better solution because the mails are delayed
In second, a bugzilla-administrator said me to verify all mails-headers
generated by bugzilla and the domain used in templates.
The slowness is probably due to your mta (i'm using sendmail) and a problem
with domain name resolution
I can't say more because i'm very not an expert, it's just a way to resolve
the problem ;-)

We have Migrated Bugzilla version 2.16.8 [ mysql version 3.23.54 ]
running on Redhat Linux 9
to Bugzilla version 2.20.1 [ mysql version is 4.1.11 ] running on Redhat
Enterprise Linux version 3
After Migration when users are submitting Bugs the time to update the
Bug's Database is more than one minute.
In the previous Bugzilla setup updating the bugzilla database was almost
instantaneous.
Let us know if there are any known configuration issues which slow's
down the database updation after Migration.
