I believe I've figured out part of my problem, I only have one fibre channel card in my P550 right now - so I am not getting vpath devices being created to the disks - as there is only one path to the disks
I have another server (P510) which also has only one fibre channel card and I get the same "No device file found" when I execute the "datapath query device" command.
I am a little surprised by the behavior of the datapath utility. I've worked on EMC SAN's and whether you have multiple paths or not you can still see pretty much the same output from powermt commands. (Either multiple paths or just the single path)

Does someone know what to do with an SDD driver which can't detect
vpaths from an ESS F20 but hdisks are already available on AIX?
showvpath, cfgvpath, datapath query commands don't display or found
anything
By the way, rebooting the system didn't help
I accept any suggestions.
