Why didn't got this bug assigned to me?
So far, I could reproduce the error and fixed it. If 'open-inet-socket=no' the plugin behaves like there is no SMPPPD.
The "auto detect method" checks by trying to connect to a smpppd, but there was a bug in the implementation for localhost. This bug is fixed, too.
