After installing version 2.3.20 and running slapcat to populate database with data from version 2.0.27 I get this on a test search:
    /usr/local/bin/ldapsearch -h 10.19.14.141 -x -b o=pwgsc -s sub uid=gaberb
    # extended LDIF
    #
    # LDAPv3
    # base <o=pwgscwith scope subtree
    # filter: uid=gaberb
    # requesting: ALL
    #
    # search result
    search: 2
    result: 0 Success
    # numResponses: 1
An identical search when LDAP version 2.0.27 is running returns:
    version: 2
    #
    # filter: uid=gaberb
    # requesting: ALL
    #
    # brian gaber, gtis, ked1, ncr, pwgsc
    dn: cn=brian gaber,ou=gtis,ou=ked1,ou=ncr,o=pwgsc
    objectClass: person
    objectClass: organizationalPerson
    objectClass: Person
    objectClass: fw1person
    # search result
    search: 2
    result: 0 Success
    # numResponses: 2
    # numEntries: 1

Have you updated your ACL's to the 2.3 syntax?
Have you examined the log files?

I assume you ran slapcat with the 2.0 slapcat, and then used the 2.3
    slapadd when creating your DB

And I'll note that the current release is 2.3.21, it seems it'd be more
worth your while if upgrading to at get the most current release. ;)
