CSharp plugins don't handle empty sources

The CSharp plugins don't properly handle empty source or test source directories. is currently forced to have at least a dummy class and a dummy test hanging around. (Alternatively, I think you can override the executions section of the maven-compiler-plugin configuration to only list directories known to contain at least one class, but this isn't good either.)
I imagine this is a simple bug, but I havn't had time to track it down.
