some of my users don't want to have the Cc and Bcc line in compose window .
How can i do it for them . my preferences save in mysql database.

IIRC, there is no option to turn them off. You'd have to hack the
source yourself. I might look at adding it to 1.5.2 perhaps as part
of the advanced template, but I (and the team) would have to consider
it more before implementing.
