Have you "bounced" (rebooted, or shutdown/restarted) the server since

Yes, I switched the cables to the NICs, and then reversed the
    TCP and other settings.

From a workstation, I can ping the server using its name, or
IP address. From the outside world, I can also see the server
via IP address, but outside DNS hasn't updated yet, so by
name from outside is still going to the old address.
Internally, using normal network protocols, I see nothing of
    the server, AD, or anything.

do an ipconfig/all and see what it sayson the WINS tab is Netbios over

What WINS tab? The only WINS tab I know of is under the TCP/IP protocol
properties for the NIC, and all it has is a box for WINS server addresses.

I'm assuming that's the two IP addresses there?

Now with the caveat that the only way I know is the SBS way which is
point inward for DNS and then you do root hints/or forwarders, if this
was a SBS box I'd be telling you to get rid of that 154.11.128.187 on
    the internal nic.

See how our DNS points inward on both nics? But I'm not sure how you
    have yours set up.

I forwarded you the screen shot of the WINS section of the tcp/ip where
there's a little check box to enable netibios over tcp/ip. Mine are
    checked for that inside nic.
