    Thanks,

As far as I know no one is working on this project. Do
    I hear a volunteer ;-)?

I recently stumbled upon zsync (zsync.moria.org.uk), which is server-
friendly, and licensed under the Artistic License. Perhaps suitable
    for NetBSD?

Sounds interesting, but it's only for single files right now.

I recently stumbled upon zsync (zsync.moria.org.uk), which, apart
from being probably more suited for the distribution of software from
a central server, is licensed under the Artistic License, perhaps
    more acceptable for NetBSD.
