Its most likely VSS is turned on (turn it off on the host properties)
Turn off any AV or Disk I/ software as well.
Stop and restart the client Server again.
Stop and restart all Netbakcup Services - so bpbkar32.exe is no longer
present.
Ensure the server is LGGED FF when doing the backups
Uninstall and reinstall the client. also try performing a backup with its IP
Some suggestions that may or may not help

Subject: [Veritas-bu] Error status 13 for Windows 2003
Dear Admins,
I have just started with netbackup administration, the TEST backup fired for
a windows 2003 server exits with error 13.
As its network read error, we checked the network settings and found to be
1000 Gbps auto.
The Event logs show the following error
Faulting application bpbkar32.exe, version 5.1.0.135 <http://5.1.0.135,
faulting module vssapi.dll, version 5.2.3790.1830, fault address 0x00020030
What should I check further?? R is it a know issue.
