Sure !
There are already a lot of Source project using Delphi.
You can even restrict your Delphi use to what is available in the free personal edition.

yes it does, but i meant the finansial point of view! Delphi as IDE is
not free and if someone wants to take part of the project then he has to
invest some money or using unlegal Delphi ! Do i thinking wrong?

If you use the Personal version of Delphi, it's (relatively) free. I
mean, it's free as long as you buy the magazine that it was distributed
with.
Your other option for a Pascal-based project is FreePascal with the
Lazarus IDE. That's free, but not as full-featured or complete as the
Delphi IDE.

Starting to get a bit off topic, but if someone intends to contribute to a
Delphi project, it will probably be because that person is already a Delphi
programmer and, therefore, probably already has access to the necessary tools.
